This statement originated from the sermon on the mount, Matthew 5:39 precisely. However, if you read verses 38-48, you will understand that the central theme is that Christians should not pay evil for evil, be ready to be persecuted by their enemies, and pray for their enemies. This verse is well buttressed by Romans 12:17-21, "If it be possible, as much as lieth in you, live peaceably with all men" (Romans 12:18), "If thine enemy be hungry, give him bread to eat; and if he be thirsty, give him water to drink: For thou shalt heap coals of fire upon his head, and the LORD shall reward thee." (Proverbs 25:21-22)
