Who discovered Caesarea's sunken treasure?

Zvika Fayer and some of his friends (amateur divers) were diving in the area after a big storm. The storm must have disturbed the sea ground as they have visited the area previously and found nothing. He picked up what he thought was gold foil, but was surprised with a solid gold piece.
