Are Tel Aviv and Jaffa the same place?

I am confused. Jaffa Port is in Tel Aviv, but there is talk of a place called Jaffa. Is this another name for Tel Aviv?

Jaffa was an ancient port city, then in the early 1900s, when Jaffa got overcrowded, settlers moved outside the city walls and established Tel Aviv. In the 1950s the adjacent cities of Tel Aviv and Jaffa were united into one municipality. They have their own distinct character but are linked in every way.
