What is the story behind Masada, and how long did it take to build Masada?

According to Josephus Flavius, the first fort at Masada was built by Jonathan the High Priest, although we don't have satisfactory archeological evidence. A fortress complex was built there by Herod the Great. Herod began construction of the fortress after the fall of Jerusalem. It was completed in the year 31 BCE.
